Wacko or Bluetooth?

I was at the Reference Library just now doing my own little research when suddenly this guy walked pass my table talking and laughing to himself. LOL...so bizarre
He's in his mid-30s and he was swinging this white plastic bag. Throughout the entire time I was at the library, he was walking down the aisles and past the tables. Talking gibberish? No idea, I couldn't make out what he was talking about.
So wondering if he is a wacko? (ehh...at the library?) Or was he using Bluetooth? (but not suppose to chat on the hp in the library, remember?)
Please don't be mistaken. It's not that I don't sympathize those who have mental problems. It's just that with Bluetooth these days it's so misleading.
